Objectives

ADER 's objective is to improve the living conditions of the marginalized populations living in poverty. With the help of institutions and local partners, the association sets up operational programmes, particularly concerning the improvement of housing and of income through access to credit. This allows the local population to become active members of society and creates an active local economy, which ensures long term development.

ADER oversees the general strategy of the operations and the good use of funds, and also provides human, technical and financial resources. The implementation of the projects on the field is entrusted to local operators and the populations concerned in order to promote development, education and training. This encourages them to take an active part, to take initiatives and to take up responsibilities, and this creates a progressive process of autonomy.

Approach

ADER's project development is in three steps :

First, a feasibility study is carried out in order to gauge the local, social, economic and technical situation, and to identify partners and beneficiaries for the development programmes.

Once the needs are defined in consultation with the group chosen, micro-projects are sampled on the field. The results obtained help define the specific operations to be implemented and their extension to other groups and other sites.

The last step is to ensure the long term durability of the projects by promoting local initiative, recreating the mechanisms and the systems implemented, by organising local social structures through their acquisition of a development strategy and approach, and by setting up a network of operators around the same objectives.
