On the 26th of December 2004, a tidal wave of unimaginable force struck the south of Asia , including the eastern coast of India, where 11 000 people were killed, 5 000 missing, and 300 000 made homeless.
ADER was one of the few French NGOs already active in South India before the Tsunami. Its ten-year involvement with populations among the poorest in India, in favour of long term improvement of housing and living conditions, and of revenues, has allowed it to be rapidly operational. In partnership with ISCOS-CISL, an Italian NGO dedicated to supporting workers' organisations in developing countries, ADER has set up five post-emergency projects which will benefit several thousands victims of the Tsunami on the coast of Tamil Nadu :

The beneficiaries of this programme are 318 landless agricultural labourers' families, all of them untouchables (Dalits), who even before the tsunami were one of the most underprivileged populations in India. The process of reconstruction is being implemented according to an integrated approach, laying the foundations of long term and autonomous development: quality housing reconstruction, economic reorganisation, vocational training, social consolidation, setting up of agricultural co-operatives, purchase and desalination of land. This 2-year project was launched on the 1st of June 2005.

Under the supervision of construction professionals, trained beneficiaries participate in the construction of their own house as part of a " cash for work" programme. At the end of August, 175 houses have been completed in 4 villages, and 47 more are at the finishing stage. A new batch of 70 houses is to start in February. Altogether 198 beneficiaries have been trained in construction works. Construction of two community centres is on going. They will be ready to host training activities by mid February. The 41 beneficiaries who attended a six-month handicraft training have been organised into a society to continue their work. Desalination of 7.5 acres of land by a group of 15 beneficiaries is on going.

An economic support project concerning the Dalit populations affected by the Tsunami in the District of Kanchipuram in the State of Tamil Nadu, South India: through the setting up of micro-credit groups, the Dalit populations who were employed as daily labourers mainly in fishing and agriculture before the tsunami will be able to access new livelihood means (crab farms, livestock, small boats and nets for the backwater fishermen) while others will be given technical training aimed at starting various alternative economic activities. The beneficiaries are 1150 Dalit families. This 18-month project was launched on the 1st of February 2006.

Self Help Groups (SHGs) are now 107 in 15 villages and group 1598 beneficiaries, of which 549 have received loans. In 10 villages these SHGs are grouped into village federations.
Apart from the previous 39 families who were already distributed small inland fishing crafts and nets, 54 families in 5 villages have received cattle, dairy cows or goats.
8 computers have been purchased for a computer-training centre in Mahabalipuram, and 10 load autos purchased, to be managed by the village federations.

A housing project in favour of the fishing populations affected by the Tsunami in South India: the aim is to provide permanent housing and improved hygiene to a fishing village affected by the tsunami in the District of Nagapattinam. The beneficiaries are the 600 families in the fishing village of Thirumullaivasal, in the District of Nagapattinam. The families lost their houses in the tsunami and for more than a year have been living in temporary encampments hastily built by the government and the NGOs. The project has been thought out as requiring the active participation of the beneficiaries and the aim is the rebuilding for them of a village equipped with decent sanitary installations as well as a community centre promoting social interaction. This 8-month project was launched on the 1st of February 2006.

The project that was stopped in June due to the unavailability of land was restarted in August. Land surveying and cleaning works as well as the selection of a building contractor (by tender) are ongoing. Construction activities are expected to begin in September.
